Samuel Jacobs is an associate managing director with the Cyber Risk practice of Kroll, based in Washington, D.C. Sam is the Cyber Risk subject matter expert for the firm’s Committee on Foreign Investment in the United States (CFIUS) practice, providing insight and guidance on the CFIUS process.

Over the course of a career spanning nearly two decades, Sam has developed deep expertise in assessing and mitigating diverse risks for U.S. government and military agencies, particularly in matters related to national security. He has a strong track record for achieving measurable outcomes through process design, documentation and improvement.

Sam joined Kroll in 2018 following eight years at CENTRA Technology, Inc., where he was Principal Analyst and Director for Transactional Risk. In this role, he led support of Department of Defense (DoD) and Department of Homeland Security (DHS) clients handling matters before CFIUS and Team Telecom. Sam counseled senior government officials at DoD and DHS on the risks associated with foreign investment in general, as well as risks arising from specific, high-profile transactions. In addition to this advisory function, Sam worked closely with government leaders to create and enhance foreign investment review policies and processes. His contributions included building and maintaining intelligence-sharing communities focused on foreign investment risk; redesigning the Team Telecom interagency process for evaluating national security concerns associated with Federal Communications Commission license applications; representing customer interests during multi-party negotiation of agreements with U.S. and foreign companies; conducting site visits to assess and monitor compliance with national security agreements; and leading the first metrics-based process improvement study for the national security agencies’ mitigation of ongoing foreign investment risk.
